Genuine Christians are obedient to Christ (in general). The "Church" (universal) is simply the totality of genuine Christians; although, "church" is a poor translation and it should generally be "assembly" or "congregation". It normally refers to a local congregation, not the totality of believers.

I would think believers have working in them as that which puts them in motion the Holy Spirit living eternal words. Like in John 14 .
