The very meaning of "Immanuel", [necessarily] implies it. "God With Us" is not symbolic nor metaphorical. This is just one of many plays on words, in stark literal fashion that to my mind nails down who Jesus is: From Eden til the New Jerusalem of Rev 21, God With Us is the theme and the reason for creating the universe, though expressed different ways, such as "God himself will dwell among them; they will be his people and and he will be their God." And in Rev 21 and its context, this 'God' referred to is pretty obviously Jesus Christ, as such, though not to the exclusion of the Father and the Spirit.

I would agree. But would question the use of metaphors in the parables. Parables. . the comparing of the things seen the temporal, to the unseen eternal things of God

Actually Jesus says he is the good shepherd. And he says there will be one flock and one shepherd. (John 10)

David says the Lord is his shepherd (Ps 23).

Ez 34:11 "For thus says the Lord God: Behold, I myself will search for my sheep and will seek them out."

Psalm 80:1 Give ear, O SHepherd of Israel, you who lead Joseph like a flock. You who are enthroned upon the cherubim, shine forth.
