You need to diagram the sentences to know who is being referred to. Or at least complete your work. Yes it was the cities, but like whom? Like the angels, on two sins. There is an advantage in Greek, which is number and gender of nouns. The cities copies the angels.

Multnomah Bible U's Greek professor E. Goodrick had us compare Jude and 2 Peter 2, and diagram what was going on. The cities were doing what the angels had done, on two counts.

Please put 2 and 2 together. He had just seen all these animals go by and thought he got left out. He then is exclamatory that there is a match for him. She is naked. Among his few existing commands is to multiply after his own kind. Do you now understand?

Do you think God just made one elephant couple and told them to 'swarm with swarms' of offspring? You would not pick that verb, if you did. It is a collective plural.

That Bible was written by a Christian who was Jewish. Its not a Jewish translation.
He attempts to add Jewish 'flavor' to the translation.

The like manner is not the angels but the the other cities near S&G

That was not a Jewish Bible you were referring to. It was a Bible written by a believer who placed a Jewish cultural flair
into parts of what gentiles fail to translate. But, by no means is it an accurate translation from the Hebrew in Genesis 6.
