7 For the mystery of iniquity doth already work: only he who now letteth will let, until he be taken out of the way.
9 Even him, whose coming is after the working of Satan with all power and signs and lying wonders, 10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved. 1
1 And for this cause God shall send them strong delusion, that they should believe a lie: 12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.
If a saved believer believes the lie that they can receive the Holy Spirit again or for the first time at their salvation by a sign, they are committing spiritual adultery for why Gid will permit that strong delusion to occur. It is akin to the foolish virgins that are of the ten that are the kingdom of heaven for why they were not received for that wedding reception in that kingdom of heaven, but they are still that kingdom of heaven.

That is why at the pre great tribulation rapture event, these believers that have fallen away from the faith will be denied by Him as that iniquity is denying Him but He still abides in those left behind to finish His work in them so that when they die, their spirits will be with the Lord in heaven to await for their resurrection after the great tribulation as vessels unto dishonor in His House, vessels of wood & earth, but still in His House.
That is the damnation spoken of in verse 12 above in 2 Thessalonians 2::9-12, unless they repent before the time the Bridegroom comes.
As it is, Paul reminds us of the only time we will receive the sanctification of the Spirit & the belief of the truth which was at the calling of the gospel. This tradition exposes that lie for what it is, of saved believers thinking they can receive the Holy Spirit again by a sign.
13 But we are bound to give thanks alway to God for you, brethren beloved of the Lord, because God hath from the beginning chosen you to salvation through sanctification of the Spirit and belief of the truth: 14 Whereunto he called you by our gospel, to the obtaining of the glory of our Lord Jesus Christ. 15 Therefore, brethren, stand fast, and hold the traditions which ye have been taught, whether by word, or our epistle.
Those fallen away from the faith are still our brothers and thus still saved but at risk of being left behind unless they depart from that iniquity. Paul goes on to address them in exhorting Christians to withdraw from them but not to treat them as the enemy, but admonish them as brothers still as they are still His and thus still saved.
2 Thessalonians 3:1Finally, brethren, pray for us, that the word of the Lord may have free course, and be glorified, even as it is with you: 2 And that we may be delivered from unreasonable and wicked men: for all men have not faith. 3 But the Lord is faithful, who shall stablish you, and keep you from evil. 4 And we have confidence in the Lord touching you, that ye both do and will do the things which we command you. 5 And the Lord direct your hearts into the love of God, and into the patient waiting for Christ.
6 Now we command you, brethren, in the name of our Lord Jesus Christ, that ye withdraw yourselves from every brother that walketh disorderly, and not after the tradition which he received of us. 7 For yourselves know how ye ought to follow us: for we behaved not ourselves disorderly among you;
14 And if any man obey not our word by this epistle, note that man, and have no company with him, that he may be ashamed. 15 Yet count him not as an enemy, but admonish him as a brother.
