It doesn't. The church isn't the authority of scripture interpretation. Scripture is the authority. Congregations exercise authority in church government in whatever way they choose. Be it episcopal, congregational, presbyterian. There is a biblical way of church government leadership as stated in 1 Tim 3:1-16; Acts 6:1-15; Acts 14:23; Titus 1:1-16. This is for the purpose of oversight in keeping the doctrines of the apostles (the diciples minus Jude plus Matthias, plus Paul to the Gentiles)foundation intact, warding off false teachings, and for order in the gatherings. This is still a true responsibility and the order that remains for all the age, though in especially non-denominational churches it is seldom adhered to.how does this nebulas church exercise authority

Christ didn't establish the Catholic church, which is what you mean. He established His church. He did not command the church Catholic of catholic, to teach all men.
