Gen 7:

11 In the six hundredth year of Noah’s life, in the second month, on the seventeenth day of the month, on that day all the fountains of the great deep burst forth, and the windows of the heavens were opened. 12 And rain fell upon the earth forty days and forty nights. 13 On the very same day Noah and his sons, Shem and Ham and Japheth, and Noah’s wife and the three wives of his sons with them entered the ark.

The calendar given by God during the Exodus can be shown to be made up of months which are all 30 days long. The priestly duty calendar in Leviticus can be shown to be based on months which are 30 days long. During David and Jonathan's time, their signal about the new moon can be shown to be based on months which were 30 days long.

However, during Ezekiel, when he performed the 430 day laying on his side, it can be shown that there was an extra month - a 13th month. So sometime before then the length of the year changed from 360 days to the current 365.25+ days.

This most likely happened during the time of Hezekiah when God performed the miracle of the Reversing Sun Dial. We can be pretty sure it was at this time because the narrative goes on to say that a convoy from Babylon arrived after to find out what had happened. Their lunar based calendar would have been thrown totally out of whack. As well as all the rest of the countries which all used lunar based calendars during that time.
