Davis goes on to say in article referenced:

4. But yet they are not actually justified {personally & experimentally} with Christ, until their believing; wherein they are made in some measure conformable unto the resurrection of Christ. Till then they are not brought out of the dungeon of a natural state; nor are the fetters of spiritual death knocked off, till they receive, by faith, that justifying act passed upon Christ in their own consciences, whereby they are made to rise with him; and therefore, to be brief and plain, I thus word it, that the chosen ones are actually justified in Christ ever since his resurrection; but virtually only with Christ until they believe, and so Dr. Goodwin explains it. The Prefacer knows best whether we agree herein. However, this is my present light, and I have worded my judgment as plain as I can; only here I must subjoin, that faith possesses in the conscience, that justifying act of God passed upon Christ, as the sinner's Covenant Head and Surety.

Justified the ungodly !

Does scripture teach Justification by Faith? Of course it does. But does it set forth Justification before Faith ? Of course it does. Rom 4:5

But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.

but believeth on him that justifieth the ungodly: or that ungodly one: particular reference is had to Abraham, who in his state of unregeneracy was an ungodly person; as all God's elect are in a state of nature, and are such when God justifies them, being without a righteousness of their own; wherefore he imputes the righteousness of another, even that of his own Son, unto them: and though he justifies the ungodly, he does not justify their ungodliness, but them from it; nor will he, nor does he leave them to live and die in it; now to him that worketh not, that is perfect righteousness; or has no opportunity of working at all; or what he does, he does not do, that he might be justified by it; but exercises faith on God as justifying persons, who, like himself, are sinners, ungodly and destitute of a righteousness:

Another writer Samuel Stockell: on Rom 4:5

. Doubtless, the Scriptures contain a perfect Revelation of the mind and will of God; but that in this revelation there is nothing of the doctrine of justification, without faith, or before it, is a blatant falsity. Let us once more take a view of that passage in Romans, where we read with an impartial eye, and the doctrine, now under consideration, will shine forth with a convincing light. “But to him that worketh not, but believeth on him that justifieth the ungodly.” {Rom.4:5} Observe in the words, that the object of a believer’s faith is he who justifieth the ungodly; and if ungodly, then consequently unbelievers, and he that justifies them, as such; for he that justifies the ungodly justifies unbelievers; but God justifies the ungodly; therefore, he justifies unbelievers. {Prior to their personal faith, which faith evidences their justification in Christ.} Samuel_Stockell
