Because of the Fall, we all enter this world as guilty lost sinners with no desire to have fellowship with God. God is holy, just and good, and we are sinful, perverse and corrupt. If we are left to our own choice, left to ourselves, we will follow the god of this world and do his will. And God would be perfectly just to leave us to our path to death and hell and not show anyone mercy. God wasn't under any obligation to anyone to provide salvation.

But God, in His word, declares that before the foundation of the world He chose certain individuals from among the fallen race. This choice of certain individuals had nothing to do with their choice or any foreseen act. But He chose to save some and exclude others. This was based solely on His own good pleasure and sovereign will. Thus election was not determined by, or conditioned upon anything that men would do, but resulted entirely from God's self-deermined purpose.

Here are some passages in support of Unconditional Election,

Peter, an apostle of Jesus Christ,
To those who reside as strangers, scattered throughout Pontus, Galatia, Cappadocia, Asia, and Bithynia, who are chosen according to the foreknowledge of God the Father, by the sanctifying work of the Spirit, to obey Jesus Christ and be sprinkled with His blood: May grace and peace be multiplied to you.
1 Peter 1:1-2.


and,
“A STONE OF STUMBLING AND A ROCK OF OFFENSE”; for they stumble because they are disobedient to the word, and to this they were also appointed. But you are A CHOSEN PEOPLE, A royal PRIESTHOOD, A HOLY NATION, A PEOPLE FOR GOD’S OWN POSSESSION, so that you may proclaim the excellencies of Him who has called you out of darkness into His marvelous light;

If someone who claims not to believe in Christ says that they do desire to have fellowship with God, what would you tell them?

If there is one thing that I surely learned throughout the years, it is that only God can do it. Ill tell them the gospel and let the Holy Spirit use it as He sees fit.

I might tell them that their statement is contradictory for Christ is God and assuming they believe in the authority of scripture, explain my proposition. It's up to the Spirit to open the person's perspective to my statements.
