The seed is the word of God, when planted in the right area, good soil (the new heart) it produces fruit.
Luke 8:11-15,
11 “Now this is the parable: the seed is the word of God. 12 And those beside the road are the ones who have heard, then the devil comes and takes away the word from their heart, so that they will not believe and be saved. 13 Those on the rocky soil are the ones who, when they hear, receive the word with joy; and yet these do not have a firm root; they believe for a while, and in a time of temptation they fall away. 14 And the seed which fell among the thorns, these are the ones who have heard, and as they go on their way they are choked by worries, riches, and pleasures of this life, and they bring no fruit to maturity. 15 But the seed in the good soil, these are the ones who have heard the word with a good and virtuous heart, and hold it firmly, and produce fruit with perseverance.
There are a few people who claim one has to make a decision to believe, which is decisional regeneration. So, it is their decision that saved them, so they think. But scripture teaches it is God who saves.
God's word says the seed is the word of God, and, For I am not ashamed of the gospel, for it is the power of God for salvation to everyone who believes, to the Jew first and also to the Greek.. Rom 1:16.
Then they try to lead people forward to an alter call. As if the gospel influences someone to save themselves. But what they are actually doing is replacing the seed - "the word of God" with an alter call. And we know what the stats are with alter calls, not many last. Why not? Because we are not God, we cannot save ourselves.
Look at the parable above. The seed is the word of God, and when the seed is planted in the right places it produces fruit with perseverance. The word of God does what it was meant to do. God saves! He does not make you willing to save yourself.
When the seed is planted in the "new heart", the good soil, it produces fruit. And did you notice in the parable, the devil does not come and take the seed away from the good soil, because he cannot.
But in the other soils, the devil takes the seed so they will not believe. This is just saying the seed in these areas took no firm root and it wasn't meant for those soils. Some try and teach that these soils if the seed stayed, would eventually believe. But the soil (heart) already showed that it's not possible, they fall away, even after they seem to believe for a while.
