Who made that rule?

That's what definitions are for.
If someone shouts "Fire!", that can mean that they are warning that a building is burning down or it can mean that they are commanding people to fire their guns, so the same word can mean multiple things depending upon the context of how it is use, so that is still a matter of interpretation.
