Are there modern day prophets and Apostle then today?

No. They aren't needed today. We have the work that they did and that work is complete. The claim of being a prophet or apostle is coming out of the New Apostolic Movement but has invaded most if not all, charismatic churches who don't specifically align themselves with that movement. It is very unscriptural and does not care. The doctrine is unsound.
