Do you think the Spirit cannot cause anybody at all that God chooses to speak in tongues, whether they are believers, "in the church" or not?

Look to the tower of Babel.

You are taking 1 Corinthians 12:28 out of context, to make it such a blanket statement.

Furthermore, when Luke associates "speaking" and "tongues" in the Book of Acts it is always in reference to saved people (Acts 2:4, 11; 10:46; 19:6).

Tongues are prophecy.

The foundation of the law or doctrine is found in Isaiah 28 . It shows God mocking those who mock his prophecy or tongue. Sending a strong delusion that they might continue trust the lying sign as a wonder. Again not giving them understanding those drunks calls the apostles drunks The lord hiding the understanding from them used baby talk which they accused Him of. . . causing them to fall back slain in the spirit.

Falling backward is a sign of God judgment for some that follow false prophecy..

So the Lord’s words will be senseless sounds to them:“Saw lasaw saw lasaw.Qaw laqaw qaw laqaw.Ze’er sham ze’er sham.”When the people try to walk, they will fall backwards. (slain in the spirit) They will be defeated, trapped, and captured.
