Yes, He did. And He wrote this:
23 And if any mischief follow, then thou shalt give life for life,
24 Eye for eye, tooth for tooth, hand for hand, foot for foot,
25 Burning for burning, wound for wound, stripe for stripe.
Exodus 21:24-25.
And He said this:

Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.
Mt 5:17.
Any change in the Law destroys the Law and Jesus did not change the Law but fulfilled it and upheld it.
And one way of saying the original Golden Rule in Exodus 21:24-25 is this way:

Therefore all things whatsoever ye would that men should do to you, do ye even so to them: for this is the law and the prophets. Mt 7:12.
If you want others to strike you then strike them first. It works with the other person as well. If he wants you to strike him he'd strike you first because God has given you permission to retaliate in equal fashion. If it results in a fist-fight then so be it. Let it be. If you best him then respect may result and he'll know that if he strikes you first you'll strike back and he'll expect it to go to round two. He'll get tired of being struck back and will just give up or stop.

And as ye would that men should do to you, do ye also to them likewise. Lk 6:31.
If you want your brethren to be kind and respectful to you then be kind and respectful to your brethren and give them the love God has given you to give to them ONLY. We don't give that which is holy (God's love) to dogs (non-covenant/unsaved), nor do we cast our pearls (the Word of God) to swine (unclean/unsaved).
If you do those things without instruction and command of God for your particular calling and place in the body of Christ, you are treasonous to your King and adulterer to your brethren.
IF you do the above and it doesn't come back in the same fashion you gave them (God's love) then there is a problem with your so-called brethren. This is also one way of 'testing the spirit.' God's love is holy. God has given us His love so that we give it to holy brethren. God commands this in Leviticus 19:18-19. Jesus upheld it in Matthew 5.
God's love comes with profit. It is not a dead love, but alive and something God commanded that keeps on giving and you are commanded to give it back to brethren ONLY.
So, if brethren would "get this" and live it instead of the "God loves everyone" lie and actually understand that Christianity is Completed Judaism and LEARN our roots to the Jewish/Abrahamic faith there will be a strong Church.
But sadly, when Christ returns one of the first things He's going to do is subdue His Church because she is out of control. Heresy, schism, and every sin known to man lives in the body of Christ. Some. Not all. But He will wash it with the water of the Word of Himself like He spoke a word to people in the gospels who would say, "What have we to do with thee thou Son of God? Are you come to torment us before the time?" and He'd just tell them to "SHUT UP!"
The Word. And it is powerful.
