Is this Prophecy Literal or Figurative?

Matthew 19:28 KJV
And Jesus said unto them, Verily I say unto you, That ye which have followed me, in the regeneration when the Son of man shall sit in the throne of his glory, ye also shall sit upon twelve thrones, judging the twelve tribes of Israel.
 
New English Translation:

Jesus said to them, "I tell you the truth: In the age when all things are renewed, when the Son of Man sits on his glorious throne, you who have followed me will also sit on twelve thrones, judging the twelve tribes of Israel.
 
Figurative (and literal, in a sense)…

Twelve tribes (all of) Israel (the true people of God united in Christ).

Those whom God has raised up as “suffering servants” in this life, will be honored in the coming eternal kingdom.

Just my opinion.

Literal....

I'm going with this portion of the next verse....will inherit eternal life. If that part is literal...why not the rest of it?
 
I should be asking, how is the term 'Israel' to be taken?
Should it mean all believers (both Jew and Gentile)?
Or national Israel?
