Such as Autism, Down Syndrome, ADHD, Tourette Syndrome, are these expected to have faith, repent, etc., or are there angels always beholding the Father's face?

Matthew 18:10-11 ESV
"See that you do not despise one of these little ones. For I tell you that in heaven their angels always see the face of my Father who is in heaven.

I can't make sense out of your question. Are you saying that it is either they are expected to have faith, or, their angels are handling it? Or are you saying that we shouldn't despise them?

Is this an offshoot from the conversation about those who never heard of Christ and their destiny?

If so, take it all the way —why stop at mental disability? What about mental INABILITY? Nobody has any excuse.
