John 6:44...what does "draws" mean?

John 6:44 No one can come to me unless the Father who sent me draws him. And I will raise him up on the last day.

What does "draws" mean...(1670. helkó)???

Does it have a forceful meaning such as with.... Acts 21:30 ....The whole city was stirred up, and the people rushed together. They seized Paul and dragged him out of the temple, and at once the gates were shut.

Or,

Does the verse have more of a persuading...here kitty, kitty appeal?

Since the Greek word is used in fishing to reference the hauling of a net out of water it should necessarily be understood as something quite deliberate and forceful, not "kitty, kitty" persuasive.
