For those whom he foreknew he also predestined to be conformed to the image of his Son, in order that he might be the firstborn among many brothers. 30 And those whom he predestined he also called, and those whom he called he also justified, and those whom he justified he also glorified. Romans 8:29-30

What is the meaning of foreknew?

There are basically two meanings of the word "foreknew" in Romans 8. Arminians and Calvinists each have an understanding…

…but only one is logically consistent throughout all of scripture:

God's foreknowledge in Romans 8:29-30 is intricately tied to His divine plan, purpose, and determination established before the foundation of the world.

In this passage, the term "foreknew" does not simply imply God's awareness of future events or individuals in a passive sense. Instead, it reflects God's active involvement in His redemptive plan for individuals. God's foreknowledge is intimately connected to His perfect knowledge of His own purposes and intentions that He will accomplish within the timeline of creation.

This understanding aligns with the broader biblical theme of God's sovereignty and providence. The Bible consistently portrays God as the ultimate authority and planner of all things. Ephesians 1:11 states that God "works all things according to the counsel of his will," indicating that His actions and plans are rooted in His perfect knowledge and wisdom.

In light of this, God's foreknowledge can be seen as the result of His deliberate and predetermined choices. Before the foundation of the world, God, in His infinite wisdom, established His redemptive plan, which encompasses the calling, predestination, justification, and glorification of those purposed individuals mentioned in Romans 8:29-30.

The "whom" that God foreknew refers to those individuals whom He has chosen according to His sovereign will. It is not based on their merits or foreseen actions but on God's gracious purposes and divine initiative. God's foreknowledge is not limited to passively observing future events; rather, it involves actively determining and orchestrating the events within the timeline of creation to fulfill His predetermined plan.

Therefore, in Romans 8:29-30, God's foreknowledge is intimately linked to His perfect knowledge of His own purposes and His active involvement in bringing about the salvation and transformation of His chosen people. Foreknowledge also denotes a foreunion, those He knew due to their election union with Christ, being that Christ was foreordained [foreknew] before the foundation of the world 1 Pet 1:20

20 Who[Christ] verily was foreordained before the foundation of the world, but was manifest in these last times for you,

Well the elect were Chosen in that Same One before the foundation of the world Eph 1:4

4 According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love:

The word in here denotes a union with Christ, for the elect had a representative being in Him as He was their Covenant Head, like they were in [union] Adam in their natural head

Gods foreknowledge of the His Elect is in union with Christ.

So He can tell the reprobate who He knew with His omniscience quite well, that He never knew them as in Union with Him Matt 7:23

23 And then will I profess unto them, I never knew you: depart from me, ye that work iniquity.

The Greek prognosis is always used of God knowing his own actions in advance, because he decided them before the foundations of the world.
