But the interpretation of the vision given to Daniel has the 4 beasts from the earth.

(17) These great beasts, which are four, are four kings, which shall arise out of the earth.​

The LXX of this text has it that “these four beasts are four kingdoms that shall rise up ON the earth.” In other words, the four kingdoms had their origin from the pagan Gentile “seas” (as scripture frequently links these two together), but they would come to have power on the “earth” (which scripture frequently links with the LAND - tes ges - of Israel.)

All four of those pagan Gentile kingdoms held consecutive control over Daniel’s people and the land of Israel over the centuries.
